now , we need to create an announcement mangement tab for the Administratr , and then it iwll be targer to the Administrator itself and 10000 folder to all other roles.

the purpose is to annouce a message to someone , or a group of people upon their login, sometime too , they could have many separate message at the same time .

now we need to add the announcement , edit exisit , list from the table. 

in the edit , we need a clone button to copy and existing and then insert it for another person .

when addint or edit the announcement , we need to targert to the public, sometime to a specif id_user, some time too to a group of id_user, sometime to a role or group of role .

while added , edit , clone, delete rememebr to add trace to as log or event for such action.
